This is a house of hope and goodwill. It represents the strong framework that has been built to manage the different interests of the residential community in St Kilda and street sex workers.

In the past there was conflict, but through an inclusive process residents, sex workers, service providers, police, and representatives of local and state government have managed to find common ground. There is an agreement to hold further consultations and to implement a trial of the recommended strategies. This will enable us to to finalise the detail of the structure.

The framework derives its strength and integrity from the coalescence of the interests of the community, previously perceived to differ. The building process has generated cohesion and good-will, providing a sound shelter for all who dwell here.
